Construction contents: Technical transformation in the original production line, optimization of raw material structure, upgrading of separation and purification technology, addition of enrichment and separation equipment and environmental protection supporting facilities; After the technical transformation, forming battery grade nickel sulfate 11000t/a, battery grade cobalt sulfate 3800t/a, battery grade manganese sulfate (solid) 2100t/a, lithium sulfate 1350t/a, battery grade lithium carbonate 750t/a, byproduct anhydrous sodium sulfate about 11600t/a, crude graphite powder about 5000t/a.

Ii. Overview of the pollution prevention measures of the construction project and its possible impact on the environment

1. Construction period

The technical renovation project is carried out in the existing factory, mainly relying on the existing production workshop. Therefore, the construction period of the technical renovation project does not involve land excavation and other construction. The technical renovation project has a short construction period and only involves the installation and commissioning of equipment. During the construction period, only a small amount of construction waste will be generated, which will be disposed of in the designated site according to the local management requirements. Basically no waste water and waste gas will be generated, and the impact of noise will be small.

2. Operation period

(1) Waste gas: During the project operation period, waste gas mainly includes: acid dissolved waste gas (particulate matter, sulfuric acid fog), extraction waste gas (VOCs, sulfuric acid fog), dry packaging waste gas (particulate matter), boiler waste gas (sulfur dioxide, nitrogen oxide, particulate matter), and a small amount of unorganized waste gas (particulate matter, acid and base gas). Acid solution feeding waste gas is treated by two-stage lye spray, extraction waste gas is treated by two-stage lye spray + dry filter + activated carbon adsorption/desorption +RCO catalytic combustion, dry packaging waste gas is treated by bag dust removal, boiler fuel is natural gas, low nitrogen combustion process and other measures, all kinds of waste gas can be discharged up to the standard.

(5) No organized waste gas: by keeping the production workshop and operation room (room) closed, reasonable design of air supply and exhaust system; Strictly control the reaction conditions, the material in the tank or kettle should be cooled at low temperature before centrifugation and washing; Cooling measures during material storage and feeding to reduce emissions; The loading and unloading process of liquid material transport tank outside the plant reduces the emission of mass breathing exhaust gas; Reduce the emission of waste gas in the process of production, control and transportation; Increase exhaust air volume and capture area; The tank breathing port is connected to the exhaust gas treatment facility; Set up afforestation isolation belt to strengthen afforestation and other measures to reduce the impact of unorganized waste gas. (2) Waste water: The waste water generated by the project mainly includes condensate water, neutralization waste water, recycling cooling water drainage, pure water concentrated water, cleaning waste water (including the ground, raw material packaging bags, transportation vehicles cleaning),

The emission concentrations of total chromium and total cadmium are lower than the detection limits of the standard monitoring method (HJ700-2014). The neutralized sewage after treatment, the initial rainwater collected and precipitated by the initial rainwater tank, the drainage of the circulating water system, and some of the purified water concentrated water discharged from the sewage treatment plant of Xinqiao Town are discharged through the production wastewater discharge outlet. The main pollutants can meet the requirements of the direct discharge standard in Table 1 of the Discharge Standard of Inorganic Chemical Industry Pollutants (GB31573-2015). (3) After being treated by septic tank, domestic sewage meets the tertiary standard of Guangdong Provincial Water Pollutant Discharge Limit (DB44/26-2001) in the second period and the stricter standard of Xinqiao sewage Treatment Plant, and is discharged into Xinqiao sewage treatment Plant for treatment. (4) Noise: According to the prediction, the predicted noise values of all plant boundaries of the project during the day and night meet the three standards of the Environmental Noise Emission Standards of Industrial Enterprise Plant Boundaries (GB12348-2008), and the predicted noise values of environmentally sensitive targets within 200m can meet the two standards, with little impact on the surrounding acoustic environment.

(5) Environmental risk projects: the environmental risks are mainly sulfuric acid, which mainly exist in sulfuric acid storage tank, dissolution workshop and extraction workshop. The main environmental risks are storage device leakage and dangerous goods affecting the surrounding areas through ambient air. After relevant prevention and emergency measures are taken, the impact of risk accidents of technological renovation projects on atmospheric environment, surface water environment and groundwater environment is generally under control.
